View and Delete Bulk Disposals

This is #17 on the FXMENU maintenance utility for SCS use only and is not on a standard menu.

This utility can be used to delete a 'Bulk Disposal' record even if the transaction has a quantity.

An audit record is written to the Audit Log for RSBSFX to track data changes made by SCS staff through this support function.
