Edit Division DBR Numbers

This is #24-6 on the FXMENU maintenance utility for SCS use only and is not on a standard menu.

This utility can be used to fix the DBR number sequences reflected Daily Close 1 in Daily Close 1 and in the Credit Daily Close 1 for company wide and also for Batch close processes.

An audit record is written to the Audit Log for GLDVFX to track data changes made by SCS staff through this support function.
